There are many program to do that in the VCD format. I tried out a bunch a month or two ago. I'm not sure what there is for DVD qulaity level.

But what these programs end up doing usually is convert the .jpg image into a very short MPG movie file. Some of the onez I tried allowed you to have transition effects and music (music in the menus too).

For VCD stuff, try out Photo2VCD. I'm not sure on DVD. I'll look around.
