Right, all that is needed is a CD-ROM drive.
You can just drag and drop the *.dat files into Windows Media Player to play the files. They are usually in a folder MPEGAV.
You can also find various VCD player software. Try
VCD Help for assistance in locating a software player. Again, it's not necessary though.
