You'd think the music industry would take some cues from the DVD industry and issue regular price drops. They might see more CDs flying off shelves.

Who says they're profiting off of these? Fry's charges these prices for two reasons: getting rid of extra stock, and to get people into the store to buy other things. It's a loss leader, plain and simple. They lose money on the cheap DVD, but what if you also buy one at regular price, and maybe a DVD player, or something else?
