What scene (chapter at least) from The Incredibles did you show above?
What video settings do you have for your DV-563a? It looks like the Pioneer is in video mode or something. What kind of TV is it connected to?
Peace...

Yes, it does look that way during playback and is noticeable. Very split second because it is exactly one frame. The frame from the Incredibles was taken from the end credits before the names start. It happens in the menu also. Maybe it is SUPPOSED to look like that. Maybe a super hero lightning effect as "Mr. Incredible" punches the air. But not for Clone Wars. That is an error in the coding for sure. It happens 2-3 times as the girl (sorry don't know her name) is fighting General Grevious. This happens in the final chapter when the jedis are fighting General Grevious. I have not zoomed on these frames or anything.
I haven't done anything "special" to my player. It is normal settings with progressive scan. Surely it can't be my player if I can pause on it and repeat the same glitch over and over. The TV is a Sony XBR800, direct view widescreen HDTV. One of the nicest pictures I have seen and great for Pixar movies.
