No, you can't play the Superbits from Japan on your system. Not because they're Superbits, but because Japan is region 2. You'd need a player that's either regionless or region-switchable to be able to play the discs. As for the Superbit issue, there's nothing overly special about them. In theory they have a higher bitrate than the average dvd, but in practice some of them aren't all that high, and other studio's have discs with just as high a bitrate that they don't try to market specially like Sony does with the Superbits. So really, it's just a marketing gimick.
