Harley was created by Paul Dini for
Batman: The Animated Series, and proved to be so popular she was quickly introduced into the continuity of the regular comic books.
As for who should play her (although I seriously doubt she'd fit into Nolan's gritty, "realistic" Batman universe), two words: Kate Hudson.
