A lot of the hulk was about his own inner struggle. Of course he might fight a minor villain here or there (and a major one some times), but focus was on him overcoming the monster within. This hurt the first movie. Movie goers want distinct lines of good and evil. They want someone to cheer for and someone to hate. The first movie couldnt really provide that.
