YES, I've watched actual PAL DVD's & they look great. The quality is an improvement over the OPPO 970, but not necessarily as perfect as the OPPO 981. Hence, great for the moderate PAL user.
Also, it handles the speedup beautifully.
Lastly, YES you can select the TV output to NTSC, PAL, or AUTO (basically "multi".)
