XBOX Live Arcade games and bought Live Marketplace content are tied to your machine's serial # primarily, not your hard drive. This is to allow portability of data while preventing piracy. So you will need to be signed in to XBOX Live to play them on a different machine. Microsoft is able to change this on their end but it requires much jumping through hoops and they are very reluctant to do so.
In my discussions with Amir I continue to offer the feedback that they need to offer the end user a way to change the "home base" console once every 3-6 months with this sort of DRM system to accomodate upgrades & repairs, and he has communicated that he continues to relay the feedback to the XBOX team. But they seem quite rigid on their current DRM system unless your console breaks and you either get it fixed through them or can prove it is broken - then they will hook you up (often automatically). There is also a large complaint thread on the XBOX forum which I pointed him to. Honestly I think the current system is approaching grounds for a class action lawsuit - it is too restrictive and does not offfer the user enough control.
