Not true at all. My friends list is full (100 people) and I rarely play with non-friends. We usually make the room exclusive and off we go. If it's a slow night and we can't drum up a full room, what we do is fill one side and let the public fill the opposing team. Not as much fun as having a friends-only room, but since I don't have to listen to them it's no that big of a deal.
Granted, those 100 people all know each other, so they're more likely to want to play the same game since we all want to play with each other. If you have a list of people only you know, and who don't know each other, I imagine it's probably a different situation.
As for 90% of people being annoying... I don't know what to say to that. Even though I mostly do play with friends, if I go online in off hours I usually end up playing with the publics and I just don't have the same experience as you.
I'll usually grab a room at random. If that room is obnoxious, which you can usually tell pretty fast, I leave of my own accord and grab a different room. Usually I find a great room within a couple of tries.
