I think if you went to some PC-centered forums like nvnews or tweakguides you would see that a large portion of PC gamers have at least one console (usually a Wii or PS3).
I know what you mean though, PC gaming is sort of a whole other realm of gaming in a lot of ways, and with Steam becomming HUGE it's actually getting more popular, not less, and building an Xbox Live-style community. I know for myself whenever I delve back into PC gaming, usually after a hardware upgrade, I ignore my consoles for a long period of time.
In any event, different cultures or not, I was just stating what you agreed with, that the vast majority of 360 exclusives also come to PC and thus, for a PC gamer, the PS3 is a better choice.
