Help identifying movie

This is a movie from the 1980's or 90's. I'm at my wit's end trying to find the name of the film. It had a film noir feel to it and featured a murder. The scene that keeps on haunting me shows a man who finds a murder scene in an old building where a woman's body was cut in pieces. It may have featured the discovery of a severed leg with the tattoo of a moon on it, but I MAY be confusing two movies...any ideas are welcome.
