Well, I just finished playing Border Down for the first time.
Here are my impressions:

Graphics:
Mmmmmm, so pretty! Unlike Ikaruga, Border Down's graphics are more traditional and don't have that artsy feel of Ikaruga. But they're smooth and the framerate is pretty steady from what I've seen. Ship design is uninspired.

Sound:
Maybe I'm spoiled with Ikaruga, but the music to this game sucks. It's circa-1990's shooter MIDI-style music, and it's dull. Ikaruga's orchestrated score was so much better. Sound is just average.

Gameplay:
Tried and true. It's simple but effective. It shows its obvious influences in Darius, with the similar boss attacks and the close-quarters you have to move in (not to mention the fast moving ships). Bullet dodging is a major factor in Border Down. Instead of, say, R-Type, where there are a few amount of bullets but they go amazingly fast, Border Down has tons of bullets that go fast. Controls are tight, which is good. I enjoyed how the game plays.

Overall:
Fun little game. It's no Ikaruga, nor is it really Giga Wing, but it's a good traditional shooter with modern visuals. I recommend it to shooter fans like me, but I'd hesitate for people not that big of fans.
