The announcement at E3 of this was very exciting. Ok time to take off that nice shiny cover.

New Portal: Still Alive content mined from Flash version and no GLaDOS - Xbox 360 Fanboy

It was pretty obvious when they announced it that it is just the Orange Box version ported over with some small new content.

It's a good idea, not everyone wanted to pay $60 for the Orange Box just to get Portal.
