Near theend of chapter 3 When Dex comes in with the orage cloud. If you look you will see osmosis mouth move, but hear nothing and then the scene cuts and then you hear what he says. I have used it in other players and it looks like it came like that from the studios. Am I crazy? :p

Yes bby242, you probably are crazy....
As for the glitch: My copy of "Osmosis Jones" does the exact same thing. My guess is, that (as you say) came like that from the studio.
