Deep Space Nine Season 3 Problems

One of the "Section 31 Hidden Files" plays extremely strangely on my Apex AD-500 player... it's file 6 (Gary Hutzel on the Changeling homeworld -- the one found on the upper right Docking Pylon). It plays very very skippy even though the disc is in perfect shape and every other piece of video on the disc is fine. It's almost like it's only playing every other frame.

Anyone have anything like this?

Also I know this isn't a tech problem as much as it is an egg hunt -- there are supposedly 10 hidden files. I've only found 7:
