pc dvd upscaling

do dvd players in computers upscale dvd's depending on graphics card, or monitor rez???

They do, in fact I used to use a home theater PC(HTPC). When I had mine Radeon cards produced the best PQ, but Nvidia was catching up, I'd ask around on AVS Forums, they have an HTPC subforum.

They always claim otherwise, but I got better PQ when I switched to using the Oppo, and even better when I starting using the Toshiba A1 HD-DVD player.

I don't have a video card with HDCP does that matter? I have an Nvidia GeFORCE MX 4000 128MB DDR. I use an Acer AL1916W VGA not DVI. With A Samsung DVD-RW. Will it upscale DVD's I use the resolution 1400X1050 when watching video on the pc.

No, HDCP doesn't matter, the PC will upscale over VGA or DVI to whatever resolution you want.
