HD resolution looks noticably better on my 24" montor.
The bigger the screen, the better Blu-Ray is going to look compared to SD DVD, but that's mostly because SD is going to look a lot worse as the screen gets bigger.

I'd say 40" for a major gain over DVD... Unless you mean the full 1080p resolution, in which case you need ~52-60" to notice over say 720p.

Viewing distance plays a major factor as well. There's a bunch of charts online that do the math for you...here, for example:
Chart: 1080P Does Matter - CarltonBale.com Sitting 8 feet away is pretty common - in which case, 1080p on a 60" screen would clearly look different than 720p. If you sit any closer, a 50" will do, and if you're insane (or Japanese), a 42" will do the job.

If you're asking the difference between SD and HD, it is obvious for anything over 40". If you're asking the difference between 1080i on HD cable/satellite and 1080p on Blu-Ray, that is where you'll need probably at least 58" to see the difference.
Did I misinterpret your question?
