What is DVD 18?

Okay, so maybe I am going to get flamed for this, and I am may sound like an idiot, so be it.
I've been reading a few different posts and they refer to DVD 18. What does that mean?

DVD-18 is dual sided, dual layered.
DVD-9, which is the most common variant is single sided, dual layered.
DVD-18 is more costly as they have more.....faulty(for lack of a better term) discs during the pressing run.
