Where to Find Language Tracks and Subtitles Info

I'm new to this board, so I apologize in advance if this topic has already been covered, but I am dismayed by lack of subtitles and even language tracks on certain DVDs.

I am a Canadian who lives in Latin America.

I realised the hard way that I had to check the back of the boxes really carefully.

For example, the North American release of Star Trek TNG is ONLY in English whereas the Region 2 versions have many different audio tracks. I find this pretty offensive as a large portion of the US population speaks languages other than English.

My girlfriend and friends do not all speak English and so I have to buy dvds with some sort of Spanish offerings if I don't want to watch movies all by myself. I am very happy with subtitling but not all dvds have this, even when I know for a fact that Spanish subtitling is already available for the movie.

Can anyone answer the following questions:

Why do they do this?--it can't be space as region two does it and region four does as well.

Is there any definitive web place where I can obtain this information?--the sites I've found tend to be hit and miss whether they include this information, even on amazon.com.

Is anyone else upset about this and have studio been made aware of their error?
