Why do film restorations often ignore titles?

Now, I know there are exceptions. Roman Holiday is one that comes to mind. Not only are the titles at the beginning as clean as the rest of the film, but they restored credit.

However, some films of which I viewed recently the quality of the picture during the titles does not match that of the feature itself.

A couple examples would be:
  • Sound of Music
  • Psycho (Hitchcock)
  • Charade
  • it's alittle hard for me to come up with some off hand

Does anyone have an explanation for this?

Often, the titles are some of the most visually simulating images in the film. Yet, in these instances...it seems they were neglected.
