ID this movie from still

This still was on the back cover of RE/Search #10 "Incredibly Strange Films" published in 1986. The photo credits says film unknown.

Does anybody know what film this is from? I wonder if Miyazaki saw this before making "Laputa: Castle in the Sky".

Looks like a scene from Labrynth, but thats not black and white so it cant be it.
