Independent Spirit Awards - 21 Grams

On the Independent Spirit Awards last night they gave 21 Grams a honorary award (what was the award called exactly?) because it was ineligable for the regular awards. Why was 21 Grams ineligible and House of Sand and Fog wasn't?

I guess $15 million is the cut off point between independent and big budget feature.
