Any idea why The Tramp is not included in either volume 1 or volume of the Chaplin collections?

Chaplin (or in this case, his estate) does not own the copyright to Chaplin's Essanay films, of which The Tramp is one. In any case, all the Essanay films have been released in three separate volumes. The Tramp can be found in volume 2 of the collection.

The films released by Chaplin's estate date no farther back than the first National period.
