Why is Tom Cruise's hair wet in every single scene?

A fine movie that, for whatever reason, seems to get conveniently omitted from most Cruise write-ups and retrospectives. The DVD is insanely grainy, though it's kind of a wan looking film anyway -- very surprising, considering it was directed by a DP (Michael Chapman) and shot by none other than Jan De Bont.

Im more of the theory that it has to do with him being a "Wet Noodle".
