Can you also help identify this 80s movie?

ANother post had this request so it gives me an opportunity to ask about a film I vaguely remember and know nearly nothing about.

Description: It deals with a bunch of hooligans in masks (I think like Santa Claus and Regan mask) and they terrorize a small school out in the desert community(?)and take them hostage.
All the kids are scared.
One memorable scene is when the bad guys tell the kids and teacher to cross an icy cold lagoon, and the kids are crying and shrieking. But the teacher tells them to stay calm. One of the goons even tries to make the moves on her since shes kinda pretty.

Then, the kids and teacher devise plans to trap the thugs, and some thugs get their punishment when they fall for these traps. I think one is impaled by sharp wooden spears.

I think its an 80s film, if not, then 70s. It used to be played about 10 years ago or so on KTVU and I had a blast watching it on those Sat. afternoons. Now, that movie has disappeared. I want to rent it but dont even know the title/actors/director....nada

Any possible info and help would be appreciated on this one, thanks

Not sure it's ever been on tape, but it has shown quite often on pay movie channels.

Be sure you get the right film..there's a more popular 'Fortress' with Christopher Lambert...that's the wrong film.
