Why don't the R1 Pokemon dvds have Japanese audio?

I'm not a fan of Pokemon,
but i always found this a mystery. Seems every R1 release I have seen of Pokemon on DVD
dont include a Japanese language option on the disc. Why is this?

I like my OAR, but before OAR comes original language option.
(Triplets Of Belleville is the only DVD i have without an original language option, since that was a gift from a friend)

How is it that Buena Vista and Pioneer released these without the original language?
To me that is just cinematic rape, no matter how incredible or cruddy the movie is.
